you can find the file /etc/services where the ports and their usage are listed.
You can configure any other port (what you wish)

all the ports belong to processes, so you need to configure a process and start it by that given user.

pan64 told you what to do. You 'proceed' by configuring a service. How you do that depends on what the service is.

However, based on what you're asking, it's not only pointless, but may be impossible. You don't run 20 versions of FTP, each on a different port for different users. Aside from the security issues involved (because you need permissions to create those open ports on the system, so you'll have to elevate that user), why bother???? You can easily configure vsftpd with all sorts of permissions, address restrictions, and chroot'ing, and accomplish what you want with ONE instance, and have something easier to manage. Same with SSH/SFTP.

And running telnet and FTP are INCREDIBLY INSECURE to start with, and shouldn't be done AT ALL. SSH gives you terminal and file transfer capabilities, with encryption, over one port. No need for any other service.

I have not tried but you can add another port directive to the sshd_config file. I don't know what other services have this capability. You can also run two instances of ssh with a second config file.

So what are you really trying to accomplish?
