pan64 told you what to do. You 'proceed' by configuring a service. How you do that depends on what the service is.
However, based on what you're asking, it's not only pointless, but may be impossible. You don't run 20 versions of FTP, each on a different port for different users. Aside from the security issues involved (because you need permissions to create those open ports on the system, so you'll have to elevate that user), why bother???? You can easily configure vsftpd with all sorts of permissions, address restrictions, and chroot'ing, and accomplish what you want with ONE instance, and have something easier to manage. Same with SSH/SFTP.
And running telnet and FTP are
INCREDIBLY INSECURE to start with, and shouldn't be done AT ALL. SSH gives you terminal and file transfer capabilities, with encryption, over one port. No need for any other service.
