Why??? ever hear of su and sudo???? hint: read the man pages for both commands;

man su
man sudo

You can give a user permission to execute specific commands as root in the /etc/sudoers file. (See the file for examples, or look at man sudoers)

Warning: Be careful not to change the access permissions on the sudoers file itself. Only root should be able to cat or change that file.
