have you gone to the vlc web site and read the instructions ?
install the rpmfogre repo
install "yum-priorities " plugin
CONFIGURE "yum-priorities " and rpmfogre repo ( read the documentation )
set rpmfogre to 95

You cannot run VLC as a root User, So Switch to Normal User and go to Applications => Sound and Video => VLC

red hat is not free
you MUST buy a license to install software .
i recommend the 1 year support contract $ 299/ year USD

or install a free OS if you do not intend on paying for red hat .
