You really should simply clean out the /tmp!
If it is a continuously running server you can google for several ways to remove stale stuff in there.
If it is a system that gets rebooted frequently simply clean it out just before shutdown or immediately after boot should be safe.
If you really want a separate /tmp partition, format the partition, mount and/or add it to your fstab.
