Local dir missing in Buildroot dir


the Buildroot documentation says , it stores some config file in buildroot/local dir , its missing in BR dir , i did "make menuconfig" and then "make" to build
is the local dir abs necessary .
Also i'm suning it to build rootfs for my at91sam9263 board , for that if i unselect the Atmel board support option in target options , will it still work for my board also i've selected "arm" for target arch and "generic_arm" for arch variant .
