setting timezone

I want change the time timezone of a system, here i am getting the input for new timezone in terms of minutes. Please give me some tips how set the set time zone by using minutes difference.

For Example:
IST time zone need to set ie, GMT+5.30hrs
I am getting the input long value as 330 minuts insted of "Asia/Kolkota"

By using this minutes count how can change the time zone value?

The "correct" way to set the timezone probably depends on what distribution you are running. What GNU/Linux distribution and version do you have?
