Which distribution is the best for development?

Which Linux distribution is the best for programming development? I mostly program C++ (but also do some web development with PHP and MySQL), and next I would like to get into implementation of the GTK+ GUI and start network programming. I currently use Ubuntu, but it is falling short of some of my expectations for developing. Any suggestions for a better distribution, or just stick it out with Ubuntu?

In what way is Ubuntu falling short of your expectations?

Keep in mind that a distribution is essentially just a default suite of libraries and applications; anything that you find in one distribution can be implemented in another.
