Trouble installing Gentoo

I've been trying for the past several hours to install Gentoo 2004.3 on my Athlon64, and my problems have been with emerge.

I have tried adjusting PORTDIR and PORTDIR_OVERLAY but it still tries to download the packages from the internet, even though they are residing in /usr/portage.

This problem disappeared for emerge gentoo-dev-sources but is now plaguing me with emerge grub-static.

I would appreciate any help.

Do you want to install all the binaies from the second CD--PackagesCD--or do you want to build your system from ground up? What stage did you try to use??? If you don't have internet access, you MUST use Stage 3 and install other stuff from the second CD. Otherwise, you can start at Stage 1, Stage 2, or even Stage 3...

I installed using the stage3 tarball, and yes, I intended to use the binaries on the second cd. But emerge grub-static still isn't working, even though I started the installation again from scratch. And how do I retrieve the LiveCD to put the second disk in?
