Suse 9.1 vs the winmodem

I'm confused here. I installed FC1 and had problems with the modem because it is a winmodem. Now, I figured that ok, I'm screwed, since it's a conxent based and I refuse to buy the full driver from linuxant. I picked up Suse 9.1 personal because I wanted to try a different linux, and I like it. The box said that Suse automatically finds winmodems, which it does. However,I configure it, dail it, and the log keeps saying No Dail tone. The phone line is plugged in, how can there be no dail tone?!

Kernel:2.6.4-default?
Modem:HSF modem: Intel Corp. 82801CA/CAM AC'97 Modem Controller (rev 02) or Actiontec MD560RD V92 MDC Modem(same thing depending on what system I'm using.)

Any help would be appreciated.
