Keyboard layout and terminal charset... [MDK9.1]

Hello,
i have Mandrake 9.1 and (among others) i have the two following problems:
1) In KDE i installed 2 Keyboard layouts:
-Italian
-English (US)
So that i can switch between them with CTRL+ALT+K to have some chars
(like '{' and '}') that in the italian keyboard can't have.
The problem is that even if i switch to the USA keyboard layout nothing
happens and the keyboard still uses the Italian Layout. I cannot figure
out how to fix this problem, anybody knows a solution?

2) In Terminal (ttyX) some chars are not correct... as instance: inside
the MAN pages every '-' is shown as a question mark and every text-based
menu (like that one of draksound) is drawn incorrectly. I don't know if
this has anything to do with this problem but after every text-based
login, before the bash prompt, it shows "Already in UTF8 mode"... i
don't think this was happening in Mandrake 9.0 so i am wondering if this
has anything to do with the "wrong charset" problem. Anybody knows how
to change the terminal charset? [This problem only happens in
text-terminals, in graphical-terminals every char is shown correctly].

Thank you,
Luca
