How do I disable "shutdown" and "restart" options in KDE logout screen for all users?

need to disable the "shutdown" and "restart computer" buttons on the KDE End Session Screen. I know you can do it on a per user basis by running "configure session manager" and unclicking "offer shutdown options" but I need to do it globally for all users on a system that has many users. I'm running KDE 3.5.4 on a RHEL5 system if that helps. thanks
