GENTOO - problem running 'make load' for selinux policy

hi, im commig to the end of a hardened gentoo. im trying to 'make load' the policy. i changed the policy in the Makefie to match my kernel and im getting this error

/usr/sbin/load_policy: security_load_policy failed
make: *** [tmp/load] Error 3
can anyone offer any advice?

assure your kernel
is in a rw allocated partition when you do a policy load.
