Gentoo linux install snag with Grub
 

I'm in the home stretch of getting Gentoo installed. I've been pretty good with the instructions with no snags until now. The steps to install Grub are short and sweet but they aren't working. I do

root (hd0,0)

which results in a successful step, recognizes the partition ok, then

setup (hd0)

which results in the message
Checking if "/boot/grub/stage1" exists... no
Checking if "/grub/stage1" exists... no

then it gives me error 15 and chokes.
I have checked and "stage1" exists and is in the right place, I even copied it to /grub so it would qualify in both and still no go. My boot partition is hda1, and / is hda2. I have a second hard drive with swap at hdb1 and /var at hdb2. I'm sure I'm doing it correctly, anybody have an idea what's wrong. Oh, ext3 on the boot and reiserfs on the others.
