If for some reason you don't have a DVD burner, you can also use ISO's on flash drives using unetbootin. Unetbootin also has a windows version, so you can make your own bootable Linux flash drives to install/use linux with.
Ordering just a CD is just under $2. $5 for DVD's, and more for flash drives. Technically you're getting it for free, but just covering the shipping/media cost.
Canonical occasionally ships out free cd's, but the wait list is several months. I submitted a request years ago and never received one to be honest =/.

And you will never get one, Canonical has canceled that offer.
Well, not really free, but most Linux print magazines come with DVDs that most of the time have several different distros on them, may be you can get one of those for cheap.
You might also check to see if there is a LUG (Linux User Group) in your area. A member may be willing to give you an install CD or even help you install Linux.
