I want know that how we can make debian operating system compatible with windows operating system ?

My second question is How it is better than Ubuntu os?

Debian is linux.
Linux refers to the kernel, debian is the linux kernel plus software packages.

Windows and linux are not binary compatible. However, you can install wine on linux which will enable you to install and run many windows programs, but not all. And on windows there is cygwin or mysys and mingw.
