what is the best Linux platform for creating a social networking web site

The distro "Instant Facebook Clone Linux" is rather good for this.

That was a joke, I think. Or sarcasm. But let's go with "joke". The best distro is the one you are most familiar with - it really doesn't matter as you'll have to program it in whatever language you think the best to do so.

Yes. All distros are, in fact, Ubuntu derivatives.
