Windows like language switching

Does any one know if it's possible to switch languages like in windows? As for now if I change the language it changes for all applications, but in windows I have an own language setting for every application. So if I write in browser English and then go to icq and switch to Sweden and after that go back to the browser, than I still have English as a language for writing in Browser.
Hope you understand what I mean

I hope I understood correctly you are only talking about the keyboard language. If so, in KDE go to Control Center->Regional and accessibility->Switching options and there change Switching policy to Application. If you are using Gnome, I'm sure there is something like it too.
