Switch between windows using Alt+Tab while dragging

I'm using linux mint. When I drag a file, I can't switch between windows using Alt+Tab.
What's the problem?

Locking the screen I'd guess. Could you ever do it?

I can't understand what do you exactly mean. I can lock my screen from main menu. So what?

You are dragging a window so the focus of the screen is on the drag operation. Any keyboard command would have to yield to that unless some reason to over ride it.
