speed of luckybackup and rsync-based backup in general

I use LuckyBackup http://linux.softpedia.com/get/Syste...up-43516.shtml. It is an rsync-based backup utility.
Most of the time it runs well and fast enough. At other times:

It

is

really

REALLY

S L O W.

All of the thinking going on within rsync is part of the issue but
in my case, I'm writing into empty or new disk space rather than
updates to already filled folder trees. Using htop, I don't see
anything burning CPU or otherwise in the way.

Does the type of target file system (EXTx, NTFS, etc) matter ?

Does the type of drive hardware (ATA, SATA, USB, etc) matter?

Someone please help,
~~~ 0;-Dan
