Silly mouse issue

When running Ubuntu and Mint, on boot up specificaly at the start up screen when I try to move the curser ( using a laptop ) the movement is very sparatic. But when I close the laptop wait about a second or two, wake it up the mouse is fine. Any suggestions?

Same thing with boot up display, on bootup my laptop screen is completely black, forcing me to use the brightness function f3 key I think it is brings it back to normal.

Does Ubuntu use pm-utils to manage suspend-resume?

If so, perhaps pm-utils is doing the right thing on resume (i.e. when you lift the laptop's lid), which implies things aren't set up correctly for a cold boot. Check /var/log/Xorg.0.log for X issues, perhaps dmesg as well.

(pm-utils unloads and loads modules on suspend/resume, so it is possible that closing and opening lid "forces" the correct modules in to the kernel.)
