Is there any way to set proxy only for online-account service(in system settings) in gnome-shell ? other app(like iceweasel,thunderbird,...) use own proxy and not use default system proxy .

Given your question history I suggest you be as verbose as possible, always explain in detail and illustrate your question with examples.
What does "online-account service" mean? What is "other app" and what (type or method) proxy does "own proxy" signify?

Check if "system settings" allows you to configure a proxy for "online-account service". If not, then
find out which application provides "online-account service" and check if the application allows for configuring a proxy itself. If not, then
find out if "online-account service" uses a protocol other than that "default system proxy" supports. If not, then
socksify or route traffic by destination address to another proxy.
