This is probably because Compiz is default Window Manager in Ubuntu 11.04, so it may be that you need to use Compiz Configuration Manager or whatever it is called (and I think that it's not installed by default) and set things there (see if compiz-gnome is installed too) or maybe you need to switch to Metacity. And if I'm not mistaken there's GNOME Classic with no effects option on the Login Screen, so try that too.

I've seen a lot of problems with this on the internet, they just didn't make it right altogether.
