in the usr/local/bin# I typed PATH=$PATH:/usr/local/bin and nothing changed

I asked you to confirm that the file was in fact there.

Also, you want:
export PATH=....etc

Yes the file was there. What does the word "Export" do in front of path? And also why is it necessary just to run a program?

I'm a little fuzzy on why export is needed. Frankly, it is simply what I learned somewhere.

A file's path needs to be in the PATH variable if you want to run that file. If you are running it manually, the ./ thing works. But if it's called by another file, then you don't have that option.
