Mouse Single-Click-Drag Interpreted as Double Click

About 3/4 of time when I single-click and drag a title bar in a quick motion, it's interpreted as a double-click. I've replaced the USB mouse and adjusted double-click interval times in the Gnome applet, but the problem persists. Searching on this forum didn't get me any answers. Have you dealt with this and know the solution?

try installing Mate or Cinnamon instead of gnome, it may solve the problem.
