Locking down XFCE

Is it possible to use XFCE in a kiosk mode? What's the easiest way to lock down xfce so no settings can be changed, i.e. no new stuff added to the panel, no changes to desktop wallpaper etc...

Thanks

maybe you can change whole /home directory to read only. This may produce errors anyway

AFAIK I read that Xfce panel has a "Kiosk Mode" in its documentation.
