lock selected icons on desktop?

Has anyone ever wondered if they could specifically lock the recycle bin in the bottom right or left corner of the screen, regardless of whether or not other commands were issued? For example, to "arrange icons by type" from the right click menu properties.

I'm curious to know if it was possible, there's a few icons I'd like to lock in their places, themselves.
