does konqueror have an about:config? and if so then where can i read about the settings?

in particular i would like to make knoqueror wait till the page is fully loaded before it renders it.

Don't think so. You should go to Settings in Konqueror and configure it to your liking and under tools there are a number of things you can change. Don't know if what you are looking for will be there?
