keyboard layout: one character missing (Gnome, Ubuntu)


I am running Ubuntu with Gnome. I have a US keyboard, but I also type in french. For that, I am using the "US English internation (with dead keys)" keyboard layout, in the keyboard preference tool. It works just fine, except that I cannot type the c-cedil: when I type '+c I get ć. Am I using the wrong key sequence? How can I fix that?

Related question:
I use Alt+Shift to switch between groups, but that only works with the right alt and right shift, not with the left hand counterpart. How come?
