If you have development files installed on your system you can download the source for themes, etc, and after unzipping and untarring them, do this (assuming you use KDE):

(from the directory you extracted the files to)
./configure --prefix=$(kde-config --prefix)
make
su
password: (root password)
make install

If you are installing libraries rather than programs or themes, also:
ldconfig

Don't include the --prefix for non-kde programs. Newer installations often don't need the --prefix argument at all, but it is safe to use it for KDE-specific software.
