Drivers are low level, they speak to the kernel and hardware, and the kernel understands regardless under what distro is comes so long as the driver was written for that kernel version.

But if you mean programs in 'foo*.rpm' format:

Generally speaking yes. But you have to convert the *.rpm to *.deb first. Use 'alien' or 'rpm2deb' converters, there are plenty of converting scripts available, use google. However, be forewarned that there is wide margin that issues may arise in some cases. Install distro specific package if available.
