The background manager that comes with FVWM is only capable of supporting xpm, xbm and png images. You can use something else to set the background, it isn't really the window manager's job to handle the desktop anyway. I've always used feh to set the background on my minimalistic systems, something like "feh --bg-center /home/user/.backgrounds/bg1.jpg" will set your background, add that to your .xinitrc to set it automatically on log in.

Thanks elliott, I'll try feh.

Why fvwm-root don't want to support jpg?

fvwm-root also supports SVG.

However, you can use more ore less any background wallpaper supporting tool out there - wmsetbg, fbsetbg, xsetroot ...

I'm not tested this in FVWM but I recently worked out the following command to display a jpeg as wallpaper in MWM. It resizes the image to whatever the dimensions of your screen are.

Code:
display -window root -resize `xdpyinfo | grep dimensions | awk '{print $2}'`\! /what/ever/pic.jpg
