Gs 2.30

Question: How come the GNOME desktop is at 2.31.1 but the Shell is still at 2.29? When will Shell 2.30 come out? Will it be the version of the Shell in GNOME 3? Is that what they mean by "GNOME 2.30 = GNOME 3.0"? I want to know.
