Goofy GNOME task placement


I have a really small screen, with little screen real estate, so I use the option "Always Group" tasks.

The problem...

If three windows are open: Epiphany (1), Epiphany (2), and Alcarte...

...then they are presented (left to right): Epiphany (group) and Alcarte.

When I close one of the Epiphany windows, the order switches: Alcarte, then Epiphany (now on the right side). This makes it rather confusing to keep track of windows that are open, as they jump around to different places on the taskbar.

Is there an option somewhere to minimize this hopping?
