Why does gnome-system-monitor show that my max memory is 15.7 GiB when I know I have 16.384?

so you miss about 300MB - maybe that's the amount of memory your OS requires for itself? Or maybe a part of that is the shared memory for your graphics adapter?
But without detailed info, all that remains guesswork.
