Gnome 3 Panel - Is it possible to reverse the <click> and CTRL-<click> actions?

On the Gnome 3 panel (which appears to the left when you touch the hot corner), clicking one of the icons opens up an existing instance of the application if one exists, while CTRL-<click> opens up a new instance. For example, a new browser window or a new Terminal window.

Is it possible (e.g., by a shell extension) to reverse these two? That is, CTRL-<click> would open an existing instance while <click> would open a new one? I currently have only one application on my panel that I don't usually (always?) want a new window to open when I click it, and I usually just click the window instead of the panel icon if there's an instance already open anyway.

If it's possible, how do I implement the changes? Thanks!
