Simple solution:
(Presuming you are using a Slackware version of Fluxbox or one you build yourself with correct build options and dependencies.)
Build and/or install
feh.
Create a directory called "backgrounds" in your user's .fluxbox directory and place your preferred backgrounds in it. Note that you must use unix acceptable filenames for them to work. This: "cool_graphic-yeah01.jpg" Not this: "cool graphic yeah 01.jpg" You also need to use the filename extension for feh to recognise it (.jpg, .tif, etc.)
Edit "menuconfig" in your .fluxbox so that it contains this line uncommented:

Edit "init" in your .fluxbox so that it contains this line:

session.screen0.rootCommand: fbsetbg -l
Now, as your regular user run:

fluxbox-generate_menu
Your backgrounds will be available under your Root Menu (right click on the screen) --> Fluxbox menu --> Backgrounds.
