I can think of several legitimate reasons for running older operating systems. I use a 20+ year old piece of equipment that only runs on DOS. The company could never get a version to run successfully on W95 (no luck with XP either) at the time and for whatever reason program development stopped.
For whatever reason the OP wants to install RH9 in a VM not a major deal IMHO.

Trouble is the reason usually seems to be that they have very little idea what they're doing and don't understand that what they're trying to install is end of life. I would expect someone who knows that they have a real need to be installing a distro that went end of life a decade or so ago to also be aware that if they post somewhere else for help all they'll get a load of replies telling them it's end of life unless they demonstrate they know what they're doing.
The number of posts I've seen on here over the years by people who a 'new in linux' and wanting help with Red Hat 9 is bizarrely high.
