enable hibernate on multiuser system

I have xubuntu 15.10 installed. Hibernate was disabled by default so I enabled it. Now I have 3 users on this system. one is a sudo user other two are desktop users. I want to enable hibernation for sudo user irrespective of what desktop users do.

1. Sudo user logs in - hibernates.
2. Desktop users log in - shutdown the system.
3. sudo user logs back in but hibernated session is gone because of the shutdown.

Is it possible to enable hibernation/successful wake on such a system?

No. You'd have to stop desktop users shutting down, but they can always reboot.

Is it possible that I disable swap for desktop users so that my saved hibernated session is not lost. And I can restore it when sudo user is logged in.

If you have the ram you could do that. Also setting aside a separate swap partition for the hibernate might work. The user setup outlined will not allow sudo user hibernatere reliably. Change that setup, or your expectations.
