Can't change Regional format language Ubuntu Unity


I want to have english for language and swedish for regional format. I have downloaded swedish language so it's there. But i can't change the regional format in the Ubuntu (13.04) unity "System setting/Language support/Regional format", the system hangs when i try. My user has an afs home directory which i belive can cause this problem.

Anyone know how to solve this?
