Bandwith controllling

I have FC4 installed for an ISP.

We have about 500 customers at this stage. We have implementd Squid proxy that working fine. Now we want to controll users bandwidth in such a manner that whenever some user get some object from cache it get that object on normal available speed but whenever it goes to internet it will access only it predefinded bandwidth.

Like we have set 64 K for a user. Now if this user goes to internet it will get 64 K, but if it find something from the cache it will get the normal LAN speed.

is there any method available with Linux ??
