Question Application Window placement behavior

I have a question concerning Ubuntu 11.04. In Ubuntu 10.04 with the chrome browser in KIOSK mode (meaning it takes up the entire screen) and I press the on/off button, a shutdown menu will appear on top of the KIOSK browser. In 11.04 though the shutdown menu does not show on top of the browser and the only way to see it is to shut the browser down.

Also, I noticed since starting to work with Ubuntu 11.04 that if your using an application and then open a new application, the new application window pops up behind the previous application window. This is not what I would call normal behavior and what I call normal behavior is that all new application windows should come to the front and have focus. Is there a way to change this behavior in Ubuntu 11.04. I have looked various places, but have been unable to locate where the window settings are located. I believe the window problem is related to the KIOSK problem I am having.

Oh, I forgot to add that I am using the Classic Gnome, no effects desktop.

I have no direct suggestions, but sometimes these things are affected by "focus stealing prevention". Or other focus handling settings in your window manager (which is probably Compiz in 11.04, although I'm not sure about classic-no-effects - it might still use Metacity). Have a look in the settings.

Not exactly the answer I was hoping for, but thanks anyway. I will keep looking I guess.

What kind of answer were you hoping for?

A way to fix the problem so when you open an application, it has focus and comes to the top of all the windows. I have looked in the metacity control panel, but there is not much there to change.

Well, I managed to fix the window placement behavior by going to Gnome Classic instead of Gnome Classic No effects. That still does not solve my KIOSK problem, but I guess I can live with that.
