Some question relate to RHCE

* In the RHCE the candidate needs to configure host-based and user-based security for the services

what is the different host-based and user-based security?

* The candidate all needs to " use /proc/sys and sysctl to modify and set kernel run-time parameters"

It is not better to edit sysctl.conf and forget about echo 1 > /proc because this will only change the setting for that session, and after the machine reboot, the change will be reset.

* Also, you need to install and update packages using rpm and to configure the system to update/install packages from remote repositories using yum or pup.

If you can use YUM why then install and update packages using rpm.

THANKS

My understanding is wether to allow for a particular host or a particular user to access something.

There are always a number of ways of doing things, so as long as you get the job done you'll be all right. The good thing about the Red Hat's exams is that they focus on solving problems (in any way you prefer).
