windows emulators

is there any way to just recompile a windows app into an animal native to linux?

If it's a text-mode C app using standard libraries (or a program in any other language using libraries available on Windows and Linux) it shold be possible. It's harder when it's an GUI app (X and Windows are completely different), but there are mathods (like using wine etc).
