Win 2003 server remote desktop cutomization

I´ve been trying to remove the shutdown button only to the users that connect to remote desktop, but i havent been able to do so withouth removing it from the admin user as well.

How Do I remove the shutdown button from the remote desktop users only?
An how to disable software installation to users who connect to remote desktop only?

Im using win2003 server edition to do this. No linux policy yet at my work! boss thinks its too hard =(

Regular, non-admin, users shouldn't be able to shutdown the server or install software. No special tricks required.

Youre right, yet I was able to install firefox with a test user, uhhmm I have to review the user who did it and its permissions...
Anyways I got it running now with shadow copies and stuff.. Thanks.
