google.com/linux search for quota. Download, .config, make, make install (wild guess there - read the INSTALL would be a good bet).

IIRC (you abandoned the original thread and my <back> button is tired) you are using SuSE 7.1, so fire up YaST and pull it from the CD-ROM (install packages), or from ftp (dig thru YaST docu). You will need to see if you have quota support in your kernel. Got me stumped on how to do that without getting the kernel source. (any hints out there?). Don't really know if you can load it as a module.
