What is cygwin and how do I use it?

If you use google images and search up cygwin, I can see people run KDE and other linux apps in windows. How do you do that. I installed it and I can get a shell prompt... what now?

You need to get the Cygwin/X packages, run the setup.exe file again and install the X11 package.
http://x.cygwin.com/ is the website

Okay, I installed all the packages when I was at the install.

But now I can run X and emacs.

How about other apps? TY
