I voted for quanta. If I was starting a project from scratch that is what I would use, but if I am just making a quick update to my website I just use vim.

pen paper, and any non highlighting text editor thats not made for programing (i hate it when they do all the work for me )

Actually to tell you the truth, this really has nothing directly to do with Linux and being technical, so its actually more suitable in General, not Linux - General. Being moved once again.
