To start a forum

Hello,
I went to a greens meeting the other day and it was going on to long.
They were saying that no-one comes to the meetings. Probably because they are a bit boring..

When it came to my turn I suggested that we start a forum. There was person there at the meeting who used to be a moderator on an other forum. He should be the one who runs it if he wants to.
The question is How easy is it to do? They seem to have a few IT people.
I volunteered to find out.
Ideas?

cheers
Nigel
