No, it's not and it doesn't need to be. There's no limitation on the licese for software running under Linux.

Isn't the idea though of Linux, not about freedom of price, but freedom of choice?
If one decides to run proprietary software, this is fine - licenses are irrelevant.

Only software which uses open source code needs to be open source. Just making calls to the OS isn't enough,... nor are driver modules that don't have hooks into the kernel.

You can (and I do) have commercial software running in Linux...

Yeah it doesn't need to be. I don't mind commercial software for Linux is a great idea. It makes companies more comfortable about supporting Linux.
