Smile Not Responding


Why sometimes in Windows, the application shows "not responding" ?

Most window managers/desktop environments (if not all, including Windows) are event driven. The Wm sends input-events (like key-presses or mouse-clicks) and status-events (like close-events or redraw-events) to the actual window they belong to. For some (I don't know if all) of these events, for example the close-event) the window has to answer to the event. If this doesn't happen in a specific time (for example because the application is caught in an infinite loop) Windows shows those Windows as "Not responding".

In Linux, I did encounter the application did not respond too, but no error message was shown.

Then your WM either didn't noticed that the window was not responding or it simply didn't care.
